Minister of Industry and Trade of the Russian Federation Denis Manturov took part in a working meeting with members of the State Duma Committee on Industry and Trade.
Issues of industry support and import substitution were discussed.
“We are closely monitoring the situation in all industries, first, this concerns backbone enterprises. The list has been expanded and today it already includes about 1,100 organizations,” said Denis Manturov.
For backbone organizations, a special support measure has been developed – compensation of interest on loans. The Government allocated 40 billion rubles for this measure.
Small and medium-sized enterprises will also be supported with the help of the Industrial Development Fund. The government will allocate an additional 20 billion rubles to the IDF. This money will help implement the import substitution program.
We are working on expanding the FRP program for auto components, which we plan to extend to agricultural machinery and road construction machinery.
An additional 4.3 billion rubles were allocated for the additional capitalization of regional industrial development funds.
3.7 billion rubles have also been allocated from the federal budget to co-finance regional industrial development programs. The competitive selection of regional programs has already been carried out and the winners have been determined. These funds can also be used to recapitalize regional IDFs.
Work continues to stimulate new research and development.
“We are changing the rules. In the previous rules, there was a ratio of proceeds from the sale of final products to the number of subsidies for R&D in the proportion of 1 to 5, in the new rules we lay down the proportion of 1 to 2,” Denis Manturov emphasized.
