The Government of the Russian Federation extends the validity of a number of permits and licenses, and also simplifies the conditions for the import and certification of products.


The corresponding draft resolution was prepared by the Ministry of Economic Development of Russia as soon as possible.

The Ministry of Economic Development and Business discussed the restrictions imposed – how they will affect the import of goods to Russia and how to rebuild supply chains to offset the effects of sanctions and protect the interests of Russian consumers.

Now all products (from children’s goods and cosmetics to construction tools and household appliances) are tested for safety: a certification or declaration procedure. To ensure uninterrupted sales, the Ministry of Economic Development removes technical barriers; two blocks of solutions have been developed for this.

First, it is necessary to sell previously imported goods. Those products that will be sold after the decision of the foreign partner to stop deliveries to Russia.

To do this, the validity period of certificates was extended for a year, which had to be reissued before September 1 this year, without the need for additional assessment.

For those who have valid certificates that do not expire before September 1, the inspection control can be carried out remotely, through product testing, or the inspection control can be postponed for six months.

Secondly, a special, simplified declaration regime is being introduced for new manufacturers and suppliers. That is, they are given the opportunity not to undergo certification, but to issue a declaration for 6 months that the products they produce are safe.

This decision will affect, among other things, the following categories of products:
• Children’s products
• Cosmetics
• Specialized nutrition
• Food supplement
• Goods requiring veterinary documentation

A separate block of issues is the work of Russian laboratories confirming the safety of products. In the conditions of sanctions, they will also need to rebuild – to use other consumables for testing, to master new techniques.

Obtaining permission to use a new technique is a lengthy process that takes up to six months. Now laboratories will have the right to use this technique from the moment they apply to Росаккредитация (an application is being submitted to expand the scope of accreditation).

In addition, the period of periodic evaluation for them, which should have come before September 1 this year, is also postponed by 6 months.
