On Customs Regulation in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation


in the first reading December 7 The State Duma adopted amendments to Articles 120 and 238 of the Federal Law “On Customs Regulation in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation.”

As result of this, an opportunity opens up for the implementation of the “bond warehouse” concept, in accordance with which goods are placed in a warehouse and subsequently sold by individuals when purchasing goods on foreign sites.

Bonded warehouse – a site for storing imported goods without time limits, passing customs procedures, and paying taxes. Legally, such a warehouse is assigned to one of the customs, and formally the goods do not cross the Russian border before they leave the warehouse.

The first experimental customs zone with a bonded warehouse will be launched in the Republic of Tatarstan based on a separate subdivision of the Russian Post JSC located at the Kazan International Airport.
